While not currently a civil servant, I have government service in my bones, which means lots of naps and conference calls with no resolutions.
I'm finding this to be very useful to keeping my fragile psyche intact.
Young Cracker, I fully endorse crying at work. There's no shame in it (I cried at the Mean Girls' magazine often. We all did). The key is to make sure you're in a private spot so no one icky can burst in on your pain. And really, it kept me from exercising options 2 and 3 on your list. Good for everyone.

I know. The onion worked, but my 15 minute break helped a lot too.
Dude. Chill. Take the gun out of your mouth as you don't know where the muzzle has been! When things get crazy just take a step back, reevaluate the situation and then get a coffee, go to the bathroom, read the onion or call me --i'll cheer you up! You will not be able to solve all the problems thrown at you at once. Work on one thing at a time and keep moving forward. AND don't get bogged down with the small stuff. You have people now to worry about that for you. This is key, you have people to HELP you. Use them.Anyways, when it gets crazy for me, I like to start chanting..."terminate objective and move forward" in a rather robot/zombie like voice. You'll be fine. Remember, this is all a learning experience to make you a better state worker.
Back at my last job, every once in a while I’d go 2 straight days w/out seeing one of my coworkers crying at her desk. We used to call those days weekends. Best way to deal with the stresses of being a manager: 1. Delegate 2. Don’t be afraid to say no,3. Try as hard as you can not to bring any work home (the separation is critical) and, most importantly 4. Hire a scapegoat.
